The Beaufort County Community Services and Public Safety Committee and Natural Resources Committee met Monday, August 3. Below are some agenda highlights from the meetings.
Community Services and Public Safety Committee
Assistant County Administrator Report
Assistant County Administrator John Robinson gave a brief update where he recognized Corrections Officer Mark Taylor, a recent graduate of the South Carolina Department of Corrections Officer Training Program. On July 17, Officer Taylor was honored as the Distinguished Graduate of his class after earning an outstanding 97% average across all coursework and examinations. He is now serving on a rotating schedule within one of the facility's housing units, where he is positively contributing to daily operations.

The Detention Center continues to make progress in several key operational areas. Recruitment efforts are actively underway to fill several key vacancies. During construction work on the facility’s kitchen, food service operations are being maintained through the use of a mobile kitchen.

Presentations
Parks and Recreation Director Eric Brown announced that the department will be transitioning away from the use of products that contain glyphosate. The move is in keeping with County Council’s Resolution 2026/20 to implement organics-first practices and standards.

Beaufort County is moving to strengthen the region's security and resilience. The committee unanimously approved moving forward a Resolution to pursue the Military Infrastructure Resilience and Critical Infrastructure Resilience Assessment (MIRCIRA) program. Presented by Warren Parker of the South Coast Cyber Center and Rick Siebenaler of the Maritime Cybersecurity Institute, MIRCIRA would establish an integrated, continuously evolving decision support system that helps military and civilian leaders understand how our region's critical infrastructure is connected and evaluates risks. Beaufort County would be the first region in the state to apply for this grant. The resolution now moves to County Council for approval.

Agenda Item Highlights
Coosaw Community Center Negotiations Moving Forward
- The committee approved moving forward with negotiations on a Lease Agreement with the Coosaw Community Association for the use of the Coosaw Community Center. Negotiations will now proceed with County staff.

Beaufort and Jasper Counties to Deepen Animal Services Partnership
- The committee approved drafting a Resolution to establish a joint ad hoc committee, which would include four members from Beaufort County and three from Jasper County. The goal of the committee is to further strengthen the two counties' animal services partnership. When complete, the Resolution will come forward for full Council consideration and discussion.

Conservation Milestones Continue for Beaufort County
Green Space Committee Chair Michael McShane shared that the Victoria Bluff tract is set to receive approval at a meeting next week and when finalized, it will be one of the largest conservation easements in the southern half of the county. The Chelsea tract is also moving forward soon. These projects reflect an ongoing commitment to preserving natural landscapes and open spaces as desired by voters in the 2022 Green Space Referendum. Committee Members Discuss Data Centers
Data Center Development was a major point of discussion at the recent South Carolina Association of Counties (SCAC) conference, and committee members held a proactive discussion about how, or if, the County should define and regulate potential development. The Committee directed staff to research what other counties and municipalities have implemented and to bring an analysis back for further review.
The Coastal Conservation League will be presenting on data centers at the end of the month before the Northern Regional Plan Implementation Committee which is the body that guides growth, land use, and community preservation decisions in Northern Beaufort County.

Historic Preservation Ordinance Will Not Move Forward
- The proposed ordinance updating Beaufort County's Historic Preservation rules will not be moving forward as the committee voted 4-3 not to approve it.

Storage Options for Beaufort County Farmers
- The committee approved an ordinance allowing shipping containers to be used on active agricultural properties—something that was previously prohibited under County code. To qualify, property owners must demonstrate they are actively engaged in agriculture. The update aligns with goals outlined in Beaufort County's Comprehensive Plan, which recognizes the importance of agriculture to the County's identity and economy. This ordinance moves forward for full Council consideration.

Rezoning Moves Forward
- The committee approved a zoning change for 1.4 acres at the intersection of Sea Island Parkway and Ward's Landing to T2 Rural. The change brings the parcels into alignment with the surrounding commercial district and is consistent with the County's Comprehensive Plan. This ordinance moves forward for full Council consideration.

250th Commission Seeks to Commemorate Battle of Port Royal Site
- The committee voted to move forward with a Resolution authorizing the County Administrator to begin deeper planning discussions around the Battle of Port Royal Island site. The Commission proposes transforming it into a passive park featuring signage and monuments commemorating the 1861 battle. Due to the site's close proximity to the Marine Corps Air Station, the number of daily visitors would be restricted to 20. This Resolution moves forward for Council approval to continue exploring logistics and funding options.

Agreement for Royal Pines Drainage Project
- The committee approved moving forward with negotiations on a public-private partnership with Brickyard Commons, LLC for the Royal Pines drainage project: a $3,475,000 investment funded through the Stormwater Utility fund. The committee voted to move the agreement forward for full Council consideration.
